The Palace of Westminster is where the House of Lords, and the House of Commons meet, effectively forming the Parliament of the United Kingdom. The clock tower houses 5 bells which strike the Westminster chimes every quarter of an hour; the largest and most famous bell is of course Big Ben, which strikes the hour. This print was made during one of those (seemingly) rare occasions when there was no scaffolding obscuring the buildings.
